Our firm offers a variety of planning disciplines such as long range planning, transportation planning, updates to regulations and site plan review. BCLA contracts exclusively with local and state governments to avoid any perceived conflict of interest with the private sector.

Professional Government Planning

Public Engagement

BCLA knows that public participation is a key component of every project to ensure all plans and regulations mirror public desire. BCLA has written a number of Public Involvement Plans that are individualized to match the community fabric. This includes delivering the information in the primary language spoken in each community. BCLA has found that facilitating separate meetings for English and other languages is more productive than translating between each language. The audience feels more comfortable and the meeting takes half the time. BCLA employs a variety of interactive activities that tap into the unique of learning styles of the public. One such method includes unique live audience polling equipment which provides real-time results in graphic form. This allows the audience to understand the overall opinions of a large group in real time.  BCLA also recommends the meetings be located in key neighborhoods, taking the meeting to the people rather than the people to town hall.

Long Range Planning

Comprehensive Plans – The firm has drafted more than 8 Comprehensive Plan Amendments from creating a new plan for a new Village to EAR-based amendments for compliance with Florida laws. Transportation Planning- FDOT prequalified for Land Planning/Engineering and Transportation Statistics. Direct experience with LRTPs, CMPs, and TIPs; Land Development Regulations – text amendments to follow EAR-based amendments; development standards and development review processes. Recent experience with providing code to support the Live Local Act in Florida.

Redevelopment and Historic Preservation

BCLA has worked with Community Redevelopment Agencies to develop Findings of Necessity, CRA Plans, and provide Project Management for redevelopment projects; In addition, the Firm has experience with grant writing for historic resources as well as assisting with applications to Local and/or National historic registers.

Contracted government staff

BCLA has contracted with local governments to supplement and become an extension of staff, especially at times when government is short-staffed. Services include site plan review, public hearing facilitation, updates to local regulations and developing policies and procedures to streamline and create efficiency.
